UEFA WOMEN'S EURO 2009™ consists of a preliminary round, a qualifying competition and a final tournament. The road to Finland began on 18 November 2006 when the 20 lowest-ranked teams participated in the preliminary round, made up of five groups of four. The section winners joined 25 other teams in the qualifying round group stage which kicked off on 1 April 2007 and ran until 2 October 2008. The six qualifying round group winners qualified for the final tournament while the six group runners-up and four best third-placed teams contested play-offs matches in October to determine the five teams who, along with hosts Finland, completed the lineup for the final tournament.
