The UEFA European Women's Under-19 Championship first qualifying round consists of eleven groups. The top two in each mini-tournament all progress to the second qualifying round along with the two third-place finishers with the best records against the leading pair in their respective pools. If teams are level on points, they are split by (a) points gained in group matches between the teams in question (b) goals scored in group matches between the teams (c) overall goal difference (d) overall goals scored (e) drawing of lots. If two teams are dead level before they meet in their last group fixtures and draw, a penalty shoot-out will instead be held should qualification be at stake.
