There will be 12 teams in the final tournament, drawn into four groups of three.

The 12 teams involved in the final tournament will be drawn into four
groups of three.

The teams are seeded as follows: the host association, the reigning European champions (if they qualify) and the two (or three, if the reigning European champions do not qualify) associations with the best coefficient in the UEFA European Futsal Championship rankings are given position one in each group. Each of the four associations with the next best coefficients are drawn into a group in position two, and each of the four associations with the lowest coefficients are drawn into a group in position three.

The final tournament in Antwerp will take place between 28 January and
8 February 2014 with the top two from each group progressing to the knockout phase, beginning with the quarter-finals.

Quarter-final 4: Group C runner-up v Group D winner

Third-place play-off: Defeated team in semi-final 1 v Defeated team in semi-final 2.
