Kivisild has been in caretaker charge of Flora since Arno Pijpers stood down in September, having previously been technical director. He will be assisted by Estonia captain and Flora midfielder Martin Reim.
After retiring from playing at a young age, Kivisild coached FC Valga in 2003 and works alongside Estonia coach Jelle Goes having previously assisted Pijpers with the national team. Flora finished third this season having won the previous three championships.
Meanwhile, former JK Tervis Pärnu, Flora and Tulevik player Lelov - who turns 31 in ten days' time - takes charge of a club for the first time having assisted Lillevere and coached the reserve team, FC Elva. Lillevere will handle the feeder system at Tulevik, who finished sixth in 2004.
