The UEFA Congress is the parliament of European football.

It brings UEFA together with the presidents and general secretaries of its 55 member associations, who are asked to discuss and vote upon measures and proposals, as well as elect UEFA’s senior officials.   

The major events that have taken place at UEFA’s Congresses in recent years include the election of UEFA President Aleksander Čeferin (2016); Kosovo’s admission as UEFA’s 55th member association (2016); adoption of a resolution aimed at tackling match-fixing and corruption in football (2014); and the issuing of a resolution underlining European football's commitment to combating racism (2013).   

An Ordinary Congress takes place each year. A second Ordinary Congress may be called by the UEFA Executive Committee to deal with financial matters and/or matters of particular significance.

An Extraordinary Congress may be called by the UEFA Executive Committee, or at the written request of one-fifth or more of the UEFA member associations.

UEFA’s President chairs the Congress.

The UEFA Congress has the following powers:

• election of the UEFA President

• election of UEFA Executive Committee members

• election of the European members of the FIFA Council

• election of the auditing body

• amendment of the UEFA Statutes

• discussion of and decisions on proposals

• consideration of associations’ applications for UEFA membership, and the exclusion of a member association

• decisions on lifting or continuing the suspension of a member association, UEFA Executive Committee member or a member of another body

• consideration of proposals for the dismissal of a UEFA Executive Committee member or members of the UEFA organs for the administration of justice - the UEFA disciplinary bodies, (Control, Ethics and Disciplinary Body, Appeals Body); the ethics and disciplinary inspectors, and the Club Financial Control Body

• receipt and consideration of the annual UEFA President and Executive Committee report, as well as the annual UEFA administration report

• acknowledgement of the UEFA financial report and auditors' report

• approval of UEFA’s annual accounts, as well as the UEFA annual budget for the coming period

• awarding of honorary UEFA membership to a person for outstanding service to European football
