The designation of Ukraine's remaining host cities for UEFA EURO 2012™ alongside Kyiv, and the choice of venue for the UEFA EURO 2012™ final, are major items on the agenda for the UEFA Executive Committee's final meeting of the year in Funchal, Madeira, on 10 and 11 December.
May decision
The decision on the host cities in Ukraine will follow a decision taken by the UEFA Executive Committee at its meeting in Bucharest in May. (Click here for details.)
Financial Fair Play
The Executive Committee, chaired by UEFA President Michel Platini, will also hear a progress report on Financial Fair Play. At its last meeting in Nyon in September, the committee approved the Financial Fair Play concept for the well-being of European club football. The major objective of the Financial Fair Play concept is to improve the financial fairness in European competitions, as well as the long-term stability of European club football. In order to achieve this goal, a set of measures will be put in place.
Clubs' obligation
These include an obligation for clubs whose turnover is over a certain threshold, over a period of time, to balance the books or break even. Under the concept, clubs cannot repeatedly spend more than their generated revenues. Guidance will be given on salaries and transfer spending, indicators provided on the sustainability of debt levels, and clubs will be obliged to honour their commitments at all times.
Betting Fraud Detection System
An update will also be given on UEFA's Betting Fraud Detection System, and on recent related events. Last month a meeting was held in Nyon with nine national football associations named by German authorities as having domestic league matches under investigation, and based on the information that a number of European fixtures were also being investigated. Congress agenda
Discussions in Funchal will also centre on approval of the programme and agenda for the XXXIV Ordinary UEFA Congress in Tel-Aviv, Israel, on 25 March 2010, and approval of the establishment of UEFA's new commercial company. The Executive Committee meeting will take place at Reid's Palace Hotel on the Portuguese island (Estrada Monumental 139, 9000-098 Funchal), and will be followed by a press conference at approximately 12.15 local time on 11 December.
