Two key amendments to the UEFA EURO 2012 regulations have come into force following their ratification by the UEFA Executive Committee.
The amendments concern paragraph 8.07, dealing with determination of the final rankings of teams who are equal on points at the end of the group matches – and paragraphs 10.08 and (new) 10.09, concerning measures to be taken in the event of a match being abandoned.
Final group rankings
To avoid doubt, and in order to ensure that the criteria related to the direct confrontation between the teams remaining equal in points after the group phase are reapplied, the UEFA Executive Committee decided at its meeting in Istanbul on 20 March 2012 to amend paragraph 8.07 of the Regulations of the UEFA European Football Championship 2010–12 as follows – in particular the new clause d) shown in bold:
"If two or more teams are equal on points on completion of the group matches, the following criteria are applied to determine the rankings:
a) Higher number of points obtained in the matches played between the teams in question;
b) Superior goal difference resulting from the matches played between the teams in question;
c) Higher number of goals scored in the matches played between the teams in question;
d) If, after having applied criteria a) to c), two teams still have an equal ranking, criteria a) to c) are reapplied exclusively to the matches between the two teams in question to determine the final rankings of the two teams. If this procedure does not lead to a decision, criteria e) to i) apply in the order given;
e) superior goal difference in all group matches;
f) higher number of goals scored in all group matches;
g) position in the UEFA national team coefficient ranking system (see annex I, paragraph 1.2.2);
h) fair play conduct of the teams (final tournament);
i) drawing of lots"
At its meeting in Venice on 8 December 2011, the UEFA Executive Committee took the following decision in relation to matches abandoned during the tournament.
Paragraph 10.08 of the regulations of the UEFA European Football Championship 2010–12 is replaced by the new wording below, and a new paragraph 10.09 is added:
New wording of paragraph 10.08
"If the referee decides to abandon the match, for example because the field is unfit for play, the remaining match time must be played the next day, unless the case is referred to the UEFA Control and Disciplinary Body. If, for reasons beyond control, the match cannot be replayed the next day, the UEFA administration will take a final decision.
For the remaining time of the match to be played the next day, or on another date set by the UEFA administration, the following principles apply:
a) the match sheet may contain any of the eligible players who were on the list of 23 players when the match was abandoned, with the exception of players substituted or sent off during the abandoned match. The players who were in play at the time the match was abandoned may not be included on the match sheet as substitutes when the match is resumed;
b) any sanctions imposed before the match was abandoned remain valid for the remainder of the match;
c) players sent off during the abandoned match cannot be replaced and the number of players in the starting lineup remains as it was when the match was abandoned;
d) the teams can make only the number of substitutions to which they were still entitled when the match was abandoned."

If, for any reason, a match cannot commence, it must be played in full the next day or on another date set by the UEFA administration.

The UEFA EURO 2012 final round takes place in Poland and Ukraine between 8 June and 1 July.
