The sides that progressed from the qualifying round will be split into seven groups of four to be played in the late spring, with the winners joining hosts Romania in the finals from 20 July to 1 August. Each group will contain one team from four seeding pots, based on qualifying round results, and the mini-tournament hosts will be selected once the draw is made. If possible, no team will meet a side they played in the qualifying round.
Holders France will be in Pot A along with the team they beat on home soil in last season's Caen final, Spain. Pot D contains the two third-placed sides that progressed from the qualifying round, the Czech Republic and Moldova.
