Seven groups of four will be formed to produce Georgia's final-tournament opponents.

Group 1 (23–28 March): Netherlands*, Greece, Ukraine, Finland

Group 2 (23–28 March): Germany*, Slovakia, Serbia, Cyprus

Group 3 (22–27 March): Spain, Norway, England*, Belarus

Group 4 (23–28 March): Croatia, Turkey, Poland, Portugal*

Group 5 (22–27 March): Israel, France* (holders), Bosnia and Herzegovina, Bulgaria

Group 6 (22–27 March): Austria, Czech Republic*, Hungary, Scotland

Group 7 (23–28 March): Sweden, Italy, Republic of Ireland, Belgium*

• The seven group winners will join hosts Georgia in the finals from 2 to 15 July.

• There are four seeding pots in accordance with the coefficient ranking list, with the seven countries with the highest coefficients in Pot A – including Spain, who received a bye through the qualifying round – the next seven in Pot B, and so on.

Pot C: Hungary, Poland, England, Ukraine, Bosnia and Herzegovina, Republic of Ireland, Serbia

Pot D: Bulgaria, Scotland, Cyprus, Finland, Belgium, Portugal, Belarus

• No group winners from the qualifying round can play the runners-up from the same section. There is no such protection for the best third-placed team, Belarus.

• Each group will comprise one side from each pot, with the hosts then appointed to hold the mini-tournaments, which must be completed by 28 May.

• The seven group winners will join hosts Georgia in the finals from 2 to 15 July.
