Two groups of four were formed in the Kaunas draw.

Group A: Lithuania, Netherlands, Spain, Portugal

Group B: Serbia, Turkey, Georgia, France

The final tournament draw featured eight nations drawn into two groups of four: Lithuania (hosts), France, Serbia, Portugal, Spain, Netherlands, Georgia and Turkey (elite round group winners).

The draw, conducted by chairman of the UEFA Youth and Amateur Football Committee Jim Boyce, was made by tournament ambassadors Vaida Česnauskienė and Marius Stankevičius. It took place in the Great Hall at the Kaunas Rotušė (City Hall).

Group matches will be played on 20, 23 and 26 July. The top two in each section qualify for the semi-finals, scheduled for 29 July, with the final following on 1 August.
