Group 1 (24-29 May):England*, Ukraine, Montenegro, Scotland

Group 2 (24-29 May): Czech Republic, Sweden, Italy, Bulgaria*

Group 3 (25-30 May): Georgia, Israel, Switzerland*, Cyprus

Group 4 (28 May-2 June): Serbia (holders), Republic of Ireland*, Turkey, Iceland

Group 5 (31 May-5 June): Spain*, Germany, Denmark, Lithuania

Group 6 (5-10 June): Russia, Austria, Norway, Romania*

Group 7 (28 May-2 June): Portugal*, Belgium, Greece, Wales

Following the qualifying round, 28 teams including automatic entrants Spain will compete in the second stage next spring. They will be split into four seeding pots according to their coefficient.

In the draw seven groups will be formed, each containing one team from the four seeding pots, though no nation may meet opponents they played in the qualifying round. The mini-tournament hosts will then be selected; only the group winners will progress to join hosts Hungary in the finals between 19 and 31 July.
