Following the end of the qualifying round, ten group winners and the four runners-up with the best record against the sides first, third, fourth and fifth in their section progressed to the two-legged play-offs held between 12 and 16 October. The winners of those ties will join hosts Israel in the final tournament from 5 to 18 June next year.
In the draw, as per the official regulations, the seven group winners with the highest competition coefficients have been seeded: Spain, the Czech Republic, England, the Netherlands, Germany, Italy and France. Those teams will be drawn against the unseeded teams – Switzerland, Sweden, Russia, Serbia, Denmark, Slovakia and Norway.
No nation able to play a side they faced in their qualifying round. Each time a pair of teams are drawn, they will be placed in another bowl and the side selected will be at home in the first leg.
