Eight nations were drawn into two preliminary round sections with the eventual winners going into the qualifying group stage.

The UEFA Women's EURO 2013 preliminary round mini-tournament draw was made at UEFA HQ in Nyon, Switzerland on Friday 3 December.

Mini-tournament hosts the Former Yugoslav Republic of Macedonia were paired with Luxembourg, Lithuania and Latvia in Group 1 while Malta, hosts of Group 2, were drawn with the Faroe Islands, Georgia and Armenia. The mini-tournaments take place from 3 to 8 March 2011. The two group winners progress to join the 36 entrants with the highest coefficients in the main qualifying round draw on 14 March.

That stage, with four groups of five teams and three of six, will run from September 2011 to September 2012. The group winners and best runners-up will join hosts Sweden in the finals from 10 to 28 July 2013 along with the victors in three two-legged play-offs held between the other second-placed teams in October 2012.
