Four seeding pots of six teams apiece were formed according to the coefficient ranking list, with the automatic entrants joined by Finland, Denmark and the Republic of Ireland in Pot A.

The six groups contain a team from each of the four pots, with hosts appointed for the mini-tournaments, which will take place from 4 to 9 April next year. No side could play a nation they met in the first qualifying round.

The six group winners and the runners-up with the best record against the teams first and third in their section will join hosts Wales in the finals from 19 to 31 August.
