Solidarity programme to receive record funding

At its latest meeting the UEFA Executive Committee approved the financial distribution scheme of the HatTrick IV programme and the financial distribution model for UEFA EURO 2016.

Further to the adoption of the resolutions, 'Resolution on National Team Football 2018–2022' and 'European football united for the integrity of the game', the XXXVIII Ordinary UEFA Congress has been informed of two important decisions taken by the UEFA Executive Committee during its last meeting on 25 March, concerning the HatTrick programme and UEFA EURO 2016.

The Executive Committee approved the financial distribution scheme of the HatTrick IV programme, with a total of €600m earmarked for UEFA's 54 member associations to support their activities and fund long-term investment in order to develop and foster football at all levels.

Since its inception in 2003, more than €1.2bn of revenues from the UEFA European Championship have been channelled from UEFA to its member associations. This has helped to construct stadiums and training centres for youth and senior national teams, and build and renovate administrative headquarters, in addition to installing more than 3,000 mini-pitches across Europe, thereby reinforcing and facilitating grassroots football and youth development. The HatTrick programme also provides annual solidarity funding to enable participation in UEFA youth, women's and amateur competitions and funds the UEFA Women's Football Development Programme (WFDP), as well as knowledge-sharing activities (KISS) and association staff management skills development through the UEFA Certificate in Football Management (CFM).

The Executive Committee also approved the financial distribution model for the final tournament of UEFA EURO 2016, with a total of €301m available for the 24 participating teams, guaranteeing a minimum of €8m for each qualified team, and a maximum of €27m should the UEFA EURO 2016 champions win all their matches at the final tournament.

The creation of a foundation by UEFA for the exclusive benefits of children as part of the governing body's corporate social responsibility activities was ratified, with the exact set-up of this charitable entity to be finalised in the coming months.

The XXXVIII Ordinary UEFA Congress was also informed of the launch of a new youth development programme, in order to both foster the nurturing of home-grown players at national level – with a special emphasis being put on mid-size and smaller member associations – and ensure the introduction of football in schools.

The UEFA Congress also approved the annual UEFA consolidated statement of accounts for 2012/13, the budget for the 2014/15 financial year and various amendments to the UEFA Statutes.
