Top two qualify
The qualifying phase, which will begin in autumn 2006, consists of one group of eight teams and six groups of seven. The winners and runners-up will all go through to the final round in Austria and Switzerland, with the co-hosts having qualified automatically.

Seeded teams
Reigning champions Greece have been seeded while the other associations have been classified by UEFA on the basis of results achieved in the qualifying competition of the 2006 FIFA World Cup, as well as results in the qualifying competition of the 2004 UEFA European Championship.

Seven pots
The total number of points obtained has been divided by the total number of matches to give the coefficient rankings. In the case of national associations with equal coefficients, the most recent qualifying competition has been taken into account to determine the ranking.

How qualifying will work

The matches will be played in groups according to the league system, with each team playing all opponents in its group in a series of home and away matches. Three points are awarded for a win, one point for a draw, and no points for a defeat.

If two or more teams are equal on points on completion of the qualifying group matches, the following criteria will be applied to determine the rankings.
- Higher number of points obtained in the group matches played among the teams in question.
- Superior goal difference from the group matches played among the teams in question.
- Higher number of goals scored in the group matches played among the teams in question.
- Higher number of goals scored away from home in the group matches played among the teams in question.
- If, after applying criteria a) to d) to several teams, two or more teams still have an equal ranking, the criteria a) to d) will be reapplied to determine the ranking of these teams. If this procedure does not lead to a decision, criteria f) and g) will apply. - Results of all group matches:
1. Superior goal difference
2. Higher number of goals scored
3. Higher number of goals scored away from home
4. Fair play conduct.
- Drawing of lots.
