2025/26 Under-17 EURO round 2 draw

Groups for both leagues have been set, with the 28 League A teams competing to reach the finals in Estonia.

The 2025/26 UEFA European Under-17 Championship round 2 draw has been made, splitting teams into groups within two-tiered leagues to be played in spring 2026.

All 54 entrants, including final tournament hosts Estonia, started in round 1, the results of which decided which 28 teams enter League A, with the remaining 26 nations going into League B. Estonia will play in League B although their finals place is already assured as hosts.

The round 2 groups will be played in the spring as one-venue mini-tournaments with the respective hosts to be agreed after the draw.

Teams in round 2 League A will compete in spring 2026 for seven places alongside hosts Estonia in the final tournament between 25 May and 7 June, as well as Europe's berths in the 2026 FIFA U-17 World Cup in Qatar. Teams in both round 2 leagues will play for promotion and relegation between the leagues ahead of 2027/28 U19 EURO round 1.

The draw was made by Bjorn Vassallo, chairman of the UEFA Youth and Amateur Football Committee.

ROUND 1 – OVERALL RANKINGS

On completion of round 1, overall rankings are established according to the criteria listed below. The results of matches against fourth-placed teams are not taken into account for the purposes of ranking group winners, runners-up or third-placed teams. For the purpose of ranking fourth-placed teams all matches are taken into account.

The following criteria are applied in the order given (paragraph 15.03 of the competition regulations):

a. Higher position in the final group standings

b. Higher number of points in the matches taken into account for the overall rankings

c. Superior goal difference in the matches taken into account for the overall rankings

d. Higher number of goals scored in the matches taken into account for the overall rankings

e. Lower disciplinary points total based only on yellow and red cards received by players and team officials (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points) in the matches taken into account for the overall rankings

f. Higher position in the overall rankings compiled on completion of the previous season’s round 2

DRAW CONDITIONS

Prohibited pairings

On the basis of decisions taken by the UEFA Executive Committee and the UEFA Emergency Panel, valid at the time of the draw, teams from the following countries could not be drawn into the same group: Armenia and Azerbaijan, Ukraine and Belarus, and Kosovo and Bosnia and Herzegovina.

Due to the composition of the pots, there were no other prohibited team pairings for this draw.

Round 1 rematches

Teams were allocated to groups in ascending order (Groups A1 to A7 and Groups B1 to B7) in such a way as to ensure that no teams that played each other in round 1 meet again in round 2 (paragraph 13.06b).

Additional condition

Teams that played in three-team groups in round 1 (Luxembourg and Georgia) were drawn into four-team groups for round 2.

If a team could not play in the group in which it is drawn in accordance with any of the above-mentioned draw conditions, it was moved to the next available group and the draw continued by first filling the slot left vacant. If such clashes had been concentrated in the last three or four groups, teams would have been allocated to groups appropriately.

DRAW PROCEDURE

The 28 associations participating in League A were drawn into seven groups of four teams each (Groups A1 to A7). The 26 associations participating in League B were drawn into five groups of four teams (Groups B1 to B5) and two groups of three teams (Groups B6 and B7).

Pot allocation

The participating associations were split into four pots per league as follows:

League A

Pot 1 (Ranked 1 to 7): Spain, Czechia, Belgium, Germany, Iceland, Republic of Ireland, Sweden

Pot 2 (Ranked 8 to 14): Türkiye, France, Portugal, Montenegro, Slovakia, Cyprus, Kazakhstan

Pot 3 (Ranked 15 to 21): Austria, Scotland, Greece, Croatia, Italy, Serbia, Slovenia

Pot 4 (Ranked 22 to 28): Norway, Poland, Denmark, Romania, Switzerland, Northern Ireland, North Macedonia

League B

Pot 1 (Ranked 29 to 35): Netherlands, Ukraine, Wales, Finland, Bulgaria, Israel, Hungary

Pot 2 (Ranked 36 to 42): Bosnia and Herzegovina, Georgia, Lithuania, Luxembourg, Latvia, Belarus, Faroe Islands

Pot 3 (Ranked 43 to 49): Albania, Moldova, Malta, Kosovo, England, Armenia, San Marino

Pot 4 (Ranked 50 to 54): Andorra, Estonia, Azerbaijan, Liechtenstein, Gibraltar

Procedure

The groups in League A were drawn first, starting from Pot 1 and ending with Pot 4. Each pot was emptied before moving to the next pot.

1. The associations in Pot 1 were drawn one after another and placed in the first position in Groups A1 to A7.

2. The associations in Pot 2 were drawn one after another and placed in the second position in Groups A1 to A7.

3. The associations in Pot 3 were drawn one after another and each one placed in the third position in one of the seven groups.

4. The associations in Pot 4 were drawn one after another and each one placed in the fourth position in one of the seven groups.

The same procedure was then applied for League B, with two differences:

• Clashes could occur as from Pot 2.

• In step four of the draw, there were only five associations drawn, not seven (into fourth position in Groups B1 to B5).

Match dates

Round 2 mini-tournaments must be played within the following periods:

• League A: by 31 March 2026

• League B: by 30 June 2026 (by 31 March 2026 for the group that contains Estonia, the team of the final tournament host association)

If the associations in a group cannot all agree on the match dates, the host association decides.

QUALIFICATION FOR THE FINAL TOURNAMENT

The seven group winners in League A qualify for the final tournament in Estonia.
