Top seven in draw
The top seven runners-up will enter the draw, alongside the nine group winners, for the play-off matches which will determine which eight sides reach the tournament finals which will be held in Spring 2002. The two group runners-up to miss out were Bulgaria and Russia.
Draw details
The draw ceremony will take place on Thursday, 11 October 2001 at Žofín Palace in Prague after the conclusion of the IX Extraordinary UEFA Congress. The draw will be conducted by Lars-Åke Lagrell, chairman of the UEFA National Teams Committee.
Rankings guidelines
In determining the ranking list, only the results of the group runners-up against the teams in first, third and fourth place were used. Where points were level the following criteria are taken into account; firstly, goal difference from these matches; secondly, the number of goals scored in these matches; thirdly, the number of away goals scored in these matches; fourthly, fair play conduct in all group matches. If all these criteria were level lots would be drawn.

1. Greece 12 points; 2. Sweden 11 pts; 3. Poland 11pts; 4. Croatia 11 pts; 5. Netherlands 11 pts; 6. Romania 10 pts; 7. Spain 10 pts; 8. Bulgaria 10 pts; 9. Russia 9 pts.
