Holders through
Holders Spain are joined by Italy and France in the Elite round, meaning all three previous winners of the competition safely negotiated the qualifying round. Greece, who lost to Spain in the 2007 final in July, are also through, as are Germany, beaten by Greece in the semi-finals four months ago. Of the other nations who reached the previous finals, Portugal and Russia will both still be involved come the Elite round although Austria, who hosted the event, missed out.

Cannes draw
Poland and Serbia, who qualify by virtue of having the best records overall against the two leading teams in their group, join the top pair in each of the 13 qualifying round sections in the draw for the Elite round, which takes place at the 9th UEFA Youth Conference in Cannes on 28 November. There the 28 qualifiers will be divided into seven groups of four teams, with the winners of each Elite round section – to be played in the spring – joining hosts Czech Republic in next summer's final tournament. The finals will be held from 14 to 26 July 2008.
