Top seeds Germany were given a bye through the first qualifying round and have been joined by the winners and runners-up from the eleven mini-tournaments played over the last week. That left one spot vacant, to be filled by the third-placed team with the best record against the top pair in their group. And Portugal's draw with Group 1 winners Norway on Wednesday ensured they were the only one of the teams that finished third to take a point off either of the sides ahead of them.
Belarus aim
The 24 teams, including holders Italy, will be drawn into six groups of four in Nyon on 19 November, with seedings to be confirmed nearer the date and the games played from 23-28 April. The group winners and the runners-up with the best record against the sides first and third in their pool join hosts Belarus in the finals from 13-25 July.
