Duo join draw
The top two sides from the eleven first qualifying round pools were already assured of places in the draw on 11 December in Nyon, including holders Germany, 2007 runners-up England and previous winners Russia, Spain, Sweden and Denmark. Romania and Belarus will join them after their superior record against the leading pair in their respective pools compared to the other nine nations that finished third in their mini-tournaments.
France finals
In the second qualifying round, the winners of the six groups in April plus the runners-up with the best record against the teams first and third in their pool will progress to the finals, which will be held from 7-19 July 2008 and hosted by 2003 winners France. Belarus will hope to gain experience there, as they will stage the finals in 2009 for the first time.
