UEFA welcomes reform of the international transfer system

UEFA welcomes the adoption of a comprehensive package of reforms to the FIFA Regulations on the Status and Transfer of Players (RSTP), following extensive consultations involving FIFA, FIFPRO, the European Football Clubs (EFC), the World Leagues Association (WLA), UEFA and CONMEBOL.

The reforms follow the Diarra judgment of the Court of Justice of the European Union (October 2024) and introduce important changes designed to strengthen the transfer system while providing greater legal certainty. They also establish a new global social dialogue platform through which future reforms will be developed collectively.

A well-functioning transfer system is central to European football. It underpins contractual stability, supports player development throughout the pyramid, protects the integrity of competitions and contributes to the game’s long-term growth and sustainability.

As home to the vast majority of global transfer activity and through its longstanding commitment to stakeholder engagement and social dialogue, UEFA consistently advocated for a balanced regulatory framework capable of reconciling different interests across the game and preserving the features that make European football strong.

The reform process also benefited from discussions conducted within the framework of the EU Sectoral Social Dialogue Committee for Professional Football chaired by UEFA. In particular, the joint resolution adopted in November 2025 by EFC, the European Leagues, FIFPRO Europe and UEFA reflected a shared European approach to several issues that are now reflected in the revised RSTP.

The reformed RSTP will enter into force on 1 January 2027.
