The Aalborg BK forward finished ahead of another export to the Superliga, FC København defender Urmas Rooba, as well as national team captain Martin Reim of FC Flora, to claim the award he had previously won in 1999.
Famous goals
Oper scored both goals in Estonia's famous 2-1 friendly defeat of Russia in March to add to strikes against Saudi Arabia and Iceland. He has also registered seven times in the Danish Super League, where he is second-top scorer behind Nichlas Hindsberg of Farum.
Teet feat
Meanwhile, Reim's Flora team-mate, Teet Allas, took the prize for best goal of 2002. The defender's winning effort came in the 1-0 friendly victory over Moldova last August, when he divided the sides with shot from 35 metres.
