João Carlos Ferreira Leal joined the Portuguese Football Federation in 1998, serving as head of the legal department and, more recently, head of the registration and transfer department.

He joined the Control, Ethics and Disciplinary Body in 2017, having previously served as an ethics and disciplinary inspector and before that as member of the Appeals Body.
