Thomas Partl was born on 13 March 1947 in Klagenfurt, Austria. Complementing his professional career as a judge at the district court in Ferlach, Austria, where he presided for 29 years, he is also a long-standing member of the regional Carinthia Football Association, which he led as president between 2000 and 2008. He has also served the Austrian Football Association in various different capacities. Thomas Partl has been a member of the Control, Ethics and Disciplinary Body since 1992 and was appointed chairman in 2006.
