The First Chamber of the Club Financial Control Body (CFCB) completed the assessment of clubs under a settlement agreement which had to comply with specific football earnings targets in the 2025/26 season.

When conducting its assessment, the CFCB First Chamber took into account the significant and unexpected collapse of the domestic broadcasting revenues affecting French clubs in the 2025/26 season and continuing to affect them in the 2026/27 seasons.
Olympique de Marseille (FRA) did not fulfil the final target of the settlement agreement as it failed to comply with the football earnings rule in 2025/26 season (i.e. covering the reporting periods ending in 2023, 2024 and 2025). Taking into account the limited extent of the breach as well as the above-mentioned collapse in domestic broadcasting revenues, the CFCB First Chamber imposed the following disciplinary measures on the club:
- an exclusion from the next one UEFA club competition for which the club would otherwise qualify in the next (3) three seasons, unless the club complies with the football earnings target in the 2026/27 season;
- a restriction on the ability to register new players on List A in UEFA competitions for the 2026/27 season; and
- a fine of € 6 million.
The CFCB First Chamber also found that Olympique de Marseille breached the squad cost rule, having reported a squad cost ratio above 70% for the calendar year 2025. Taking into account the excess of squad cost, the club was imposed an additional fine of € 4 million.
Regarding clubs remaining under a settlement agreement, AS Roma (ITA) slightly exceeded the intermediate target set for the financial year ending in 2025 and was fined € 2 million. Having also reported a squad cost ratio above 70% for the calendar year 2025, the club was imposed an additional fine of € 4 million.
Finally, AC Milan (ITA), AS Monaco FC (FRA), Beşiktaş JK (TUR), FC Internazionale Milano (ITA), Paris Saint-Germain (FRA), Royal Antwerp FC (BEL) and Trabzonspor A.Ş. (TUR) met the final target of the settlement by complying with the football earnings rule in the 2025/26 season (i.e. covering the reporting periods ending in 2023, 2024 and 2025) and therefore exited the settlement regime.
The First Chamber will continue monitoring the clubs remaining a under settlement agreement during the 2026/27 season.
