Following a long aerial pass from a Norwegian player, Italian defender No5, positioned inside her own penalty area, held Norwegian attacker No14 using both arms. The referee, who was well-positioned to assess the situation, awarded a penalty kick and issued a caution to the Italian defender for unsporting behaviour.

At the moment the ball was played, Norwegian attacker No14 was in an offside position. However, the holding offence occurred while the ball was still in the air, far from the players, and the attacker was not actively involved in play at that time. The offside position was therefore not punishable.

As such, the attacker’s offside position did not negate the holding offence. The referee's decision to award a penalty kick and issue a caution was therefore correct.
