What is UEFA Champions Innovate?

Champions Innovate addresses modern, meaningful and relevant challenges identified by UEFA and the host of the Champions League final. The programme’s goal is to promote collaboration between innovators, UEFA and the host to ensure the event leaves a lasting and positive impact.

Launched by the UEFA Innovation Hub, the programme enjoyed a successful debut at the 2024 final in London and has been running ever since, with editions in Munich in 2025 and Budapest in 2026.

What are the aims of UEFA Champions Innovate 2027?

  • To find innovative solutions to challenges concerning the mobility experience of fans in the context of the 2027 Champions League final.
  • To pilot and validate the strongest solutions in a real-life environment in the build-up to and in the context of the final.
  • To leave a positive legacy for fans and the host club, and to generate learnings and scalability opportunities for future finals, other UEFA tournaments and major events.

Fan mobility: The focus for 2027

The 2027 Champions League final will take place in Madrid at the Estadio Metropolitano, home of Atlético de Madrid. It will bring together tens of thousands of local and international fans, all travelling across the city through different transport modes and mobility services.

The scale and nature of this travelling audience make fan mobility difficult to predict and manage. Travel behaviours can vary significantly depending on the finalist clubs, fan profiles, countries of origin, transport availability and real-time conditions. Fan movement will extend beyond the stadium, too, incorporating transport hubs, accommodation, fan activities, meeting points and other locations.

This creates operational challenges before, during and after the event, but also provides an opportunity to explore how more data-informed decisions and innovation can improve the overall mobility experience for fans.

Champions Innovate 2027 calls on innovators to develop solutions that help UEFA and its partners better understand, anticipate and manage fan mobility before, during and throughout the final.

Overarching challenge

How can we enhance the mobility experience of fans at the Champions League final and beyond?

The challenge is structured around three key areas: Anticipate, Optimise and Adapt.

Together, they address the full fan mobility journey, from understanding travel demands before the event, to improving critical journey moments and responding effectively to changing conditions.

Innovation sub-challenges

1. Anticipate

🧩 Context
Planning a Champions League final is fundamentally different from a regular matchday. Until the semi-finals are completed, who will attend, where they will come from, how they will travel and how they will move around the host city cannot be known. There is an opportunity to better connect and use information that is already available to build a clearer picture of expected demand and supply, mobility patterns and travel behaviours before the event.

🧐 Challenge question

How can we better understand and anticipate fan travel behaviours to enable smarter mobility planning before the event?

📍 We're looking for solutions that:

  • Help better understand and forecast travel demand across the whole event.
  • Identify and anticipate different mobility patterns across travelling and local audiences.
  • Combine multiple data sources to generate more useful mobility intelligence.
  • Support scenario planning while accounting for uncertainty.
  • Turn available data into actionable insights that support mobility planning.
  • Capture and forecast demand patterns, plus transportation and accommodation capacity, while accounting for associated costs and latent demand.
  • Optimise existing infrastructure and operational capacity.

2. Optimise

🧩 Context
The mobility experience of a Champions League final extends far beyond the stadium. Fans move between transport hubs, accommodation, meeting points and the stadium itself, often in an environment that is unfamiliar. Security arrangements, stadium overlay, road closures and the wider event footprint can further reshape movement through the host city.

At the same time, mobility initiatives such as digital wayfinding may already be in place or under development. The opportunity is therefore not necessarily to replace existing initiatives, but to identify where innovation can connect, complement or improve the fan journey.

🧐 Challenge question

How can we optimise fan movement across critical journey moments to create a safer, more seamless and sustainable event experience?

📍 We're looking for solutions that:

  • Improve navigation across the fan journey, particularly in unfamiliar or changing environments.
  • Optimise fan movement and distribution at critical journey moments.
  • Help fans choose and access appropriate mobility options, including public and private transport, parking and shared mobility.
  • Improve the safety, accessibility and sustainability of the fan experience.
  • Create a better experience for fans across the event.
  • Are capable of anticipating, identifying and responding to peaks in demand and disruptive situations, enabling the delivery of adaptive mobility solutions.
  • Utilise existing data, enabling targeted, personalised and context-aware communications to spectators, visitors and host-city residents.
  • Enhance travel-related communications and real-time guidance, facilitating smoother movements and improving the travel experience.

3. Adapt

🧩 Context
The mobility environment during a Champions League final is highly dynamic. Crowd levels, transport conditions, access routes and operational circumstances may change at short notice. At the same time, information and responsibilities are distributed across a complex ecosystem of stakeholders.

There is an opportunity to explore how real-time information could better support situational awareness, operational decision-making and timely communication to fans.

🧐 Challenge question

How can we use real-time insights to improve crowd management, operational decision-making and fan communications during the event?

📍 We're looking for solutions that:

  • Provide real-time visibility of crowd movements and mobility conditions.
  • Transform real-time operational data into actionable insights.
  • Enable faster and better-informed operational decisions and responses when conditions change.
  • Improve coordination and information-sharing across event operations.
  • Deliver timely and relevant updates to fans, helping them adapt to changing conditions and navigate the event more effectively.
